Resumen
La protección del Patrimonio Histórico es una prioridad de las políticas culturales europeas. Hoy día contamos con unos mecanismos cada vez más asentados para su implementación; por ello, creemos conveniente retroceder a su origen, porque sólo así llegaremos a entenderlos plenamente. Queremos a través de este estudio revalorizar y dar a conocer este periodo, base y punto de partida de la tutela actual.

Abstract
The protection of the historical Heritage is a priority of the European
cultural policies. Nowadays we have settled mechanisms to put it into
operation; therefore we believe that it is very appropriate to move back
to its origin, because this will be the only way to understand it
completely. Throughout this study we want to increase the value of this
period and to make it known because it is the basis and the starting point
of the current tutelage.
